I see no possible reason why anyone above REC can't recruit. they have experienced the REC role and how to execute it. Bein a C/LDR or LDR or Owner just has given them more tasks instead of recruiting only.

Before gix was closed cldrs were allowed to promote up to lvl 5 and ldrs up to lvl 6 ^^

In some specific cases, CLDRs may able to promote to Lvl 6.
Some old rules still apply, others can be modified.
